Ten years ago, Hurricane Katrina devastated the Gulf Coast. Children
often suffered the most. It soon became clear: U.S. emergency planning
did not account for children's unique needs. A decade later, is our
nation better prepared to protect children from disaster? Our expanded
annual disaster report card finds some important progress. But far too
many serious gaps remain. Our children, still at risk, deserve better.
